Captcha not working

I have a form on one page that posts to a mail form on another. no matter how I try to set up the captcha it never works. The page always posts to the mail form regardless of whether or not the captcha field is blank or wrong. I set up the server validation as it is in the help file. The session for the captcha is working fine. It shows up on the page when I drag it from the bindings panel. I have tried button, any form, page submit etc as the triggers.

I created a new page with a simple form that submits to another random page and it does the same thing. the test form link is here.
