shipping calculations

I'm having trouble with setting some shipping calculcations.

What I need to do is apply a flat rate shipping and handling charge when a certain item number is selected to add to the shopping cart and also if the quantity of that item goes over a certain amount then I need to increase the shipping charge.

I've add two line items in the shipping page of the cart and it works for the items that I need them to. The problem is that now it applies the basic flat rate to all items.

I used the shipping rule for one item to be "Number of items with a specific column value", If the total number of items where ID has a value of 11 is <= a value of 3. It then calculates a flat rate of plus 2.00.

The second rule is "Number of items with a specific column value", If the total number of items where ID has a value of 11 is >= a value of 4. It then calculates a flat rate of plus 5.00.

How do I get the shipping calculated properly for one item with a specific ID number?
