Universal email not sending dynamic email address

I dont quite follow.

in the page you have sent the to address is bound to the email text field.

i see you also have a select list on the page that popualtes from a recordset.

are you saying it works when use the text field as the to address and type the email address in, but if you use the select list as the to address it doesnt?

if that is the case, the answer is quite simple.

you select list is set to use the email column from the recordset 3 times in the value:
<option value="<?php echo $row_consignor_lookup['email']; ?>,<?php echo $row_consignor_lookup['email']; ?>,<?php echo $row_consignor_lookup['email']; ?>"><?php echo $row_consignor_lookup['name']; ?></option>

it should be:
<option value="<?php echo $row_consignor_lookup['email']; ?>"><?php echo $row_consignor_lookup['name']; ?></option>
