Jason, I am getting the exact same message/error after uploading my files onto the web server.
Be advised that I am using the dynamic mysql connection and I also have the files in a sub-folder of the root on the live webserver for testing and so I don't have to take down the existing website.
Here is the error I am getting.
Warning: mysql_pconnect() [function.mysql-pconnect]: Can't connect to MySQL server on 'serverxx.com' (13) in /home/www/peakprofinancial.com/Connections/PowerCMSConnection.php on line 25
