Three separate shipping scenarios and cart display

Cart display with three shipping scenarios

With your help and links to other areas of the forum I have create three shipping scenarios, one based on weight for US, one flat rate of $32 for Canada, and one flat rate of $45 for the rest of the world. When an item is added to the cart the shipping line shows $45 on the cart page. However once you proceed to checkout and select the shipping country and proceed to the confirm page the correct shipping shows. This is understandable since the shipping scenarios are ultimately based on shipping country, US, Canada, and the rest of the world.

Is there a way to offer the option of selecting the "shipping country" in the shipping line of the cart page. The customer could then see the correct amount, or should I remove the line if it is impossible to do.
