Adding 'browse server' option for image attachments

i am creating an event planning site, and have added the option of associating an image with each event - using file manipulation->upload on my form.

This is working ok, but i see the scenario where I want to re-use some previously uploaded images.

How can I add a 'browse server' option to my form, (eg using a file manager similar to powercms or html editor) so that I have the option of uploading a new image if required, but using an existing one if it already exists ?

Do I need to hand code or is there a form tool to help ?
