So long as you ensure to insert the question and it's answer into your db this type of setup could be accomplished with a good search and results page. This is not something you will be able to do with the PowerCMS by itself, but if you make use of DataAssist you can create a search and results page set that would letter enter a question and search then get back results based on trying to match the question inputed to to the questions you have in your db. The recordset on the results page would need to be altered from it's default to join it to the answers table.

You would then just design the listing and put the bindings in place to show the answers that correspond to that question. This is just a simple setup for this type of app, it will be do string searching, there is no concept of similar category or anything like that with this type of implementation.
