Adaptive Payment(chained) or MassPay

A Cart for Australia, no currency conversion (AUD only), Using Paypal Australian gateway(Standard or PayFlow Pro)
I made a shopping cart with e-cart for this particular model and studied xCommerse and x.com, downloaded SDKs and APIs.
The structure of the payment system is:
Shopping Cart Owner pays percentage of the sales to a Local Dealer and the service outlets(about a dozen) and pays PP transaction fee in this package . A single e-cart object per dealer with multiple products which belong to different service outlets.
When the customers buy products from the local dealer, money has to be allocated to each service outlet.(I can restrict one transaction per one service outlet)
Primary(site owner), 1st receiver (dealer:constant), 2nd receiver(variable)
The amount has to be caluculated by percentage of the sale.
If a single e-cart object can't handle, multiple cart objects in one local dealer site can be made. If I can make variables dynamic, it will be much easier. Paypal xCommerse or x.com are not helpful. The problem is that in Australia, Paypal change policies often and get a permission for something is quite tough. Only available gateways are : payment standard and PayFlow Pro for the moment. (website payment pro came last year and gone this year)
If any of your engineers can work on this issue, I would like to get a premium ticket.
PS: I have a sample code for Adaptive payment to work with affiliate rebate program in PHP. If I can implement this in the e-cart , it will be perfect.
