for any form element that you add to the checkout page, you need to add a hidden form element of the same name to the confirm page that will capture the value posted from the checkout page, and also add a set session value behavior to capture the value.

on the confirm page, there is a collection of hidden form elements. add another one using the same name as the select list and set the value to capture the selected element on the checkout page:

php:
<input type="hidden" name="toyorep" id="toyorep" value="<?php echo ((isset($_POST["toyorep"]))?$_POST["toyorep"]:""?>" />

then go to the server behaviors panel, click the plus button and select eCart -> General -> Set Session Value

for the trigger select any form post.

Set the name to toyorep

for the value, click the lightning bolt icon and select the toyorep form element.

now in the Universal Email behavior, set the CC option to use the toyorep session variable.
