Templates are intended for site design, not for adding dynamic content.
Dynamic Content can be added to a template, as long as the template is dynamic. A dynamic template would have it's name end in .dwt.php:
mytemplate.dwt.php
But, i don't recommend doing this. The issue is that with templates, you can either add all your sites dynamic content to the template, or you can add dynamic content to the individual pages. You cant mix and match though, you can have some dynamic content at the template level and other dynamic content at the page level.
To get around this limitation to Dreamweaver templates, use Framework builder that is included in Design Extender to convert the template to a theme.
