eCart doesnt work in other countries :(

Hi there, I just been contacted by my client who has informed me that their customers in the USA cannot place orders on the website I developed (my client is a UK based company) and I used PayPal Express for the payment system in eCart. I have been informed that they get a lot of emails (which are automatically sent to them if a customer of theirs gets redirected to the websites "failure.php" page. this seems to be any customers in the USA (I have checked and one of their Australian customers has successfully placed an order on the website) So not sure why UK and Australian customers can successfully place orders, but USA customer cannot....Im attaching the "checkout.php" and the "confirm.php" pages, perhaps you can see something I have missed in the coding. would be grateful as always for the help :)
