Authentication problem UE CDOSYS_JS

I have recently changed OS from XP to Windows server 2003. I have also installed a new SMTP server. The website I am hosting sends email to users when registering and making purchases. Since the changeover all pages with Universal Email sending to external domains are returning the error '8004020f' failure to send. Emails sent internally using the same code are fine. I can also send to external domains using outlook.

On checking the SMTP conversation log it appears the problem is "relay denied" because authentication is failing, as if the login credentials are not being sent to the server from the webpage. Everything was working fine before the changeover but now UE has stopped working.
