Power CMS builder and Site Sculptor

Just in the process of putting a quote together for a primary school website in which we will use the Site Sculptor and Power CMS Builder extensions within our Super Suite to add CMS areas for the headmistress, teachers and other school officials to add their own content.

We've not used Power CMS builder before so a couple of questions before completing the quote for the site.

1. What is the difference, if any, between creating a site with Site Sculptor and adding CMS from the outset compared to creating all the php pages with Site sculptor first and then adding the CMS areas afterwards to each page?

2. Can there be different logins for different parts of the site e.g. an all pages login for the headmistress, teachers login for class pages and a different login for the school governors pages?
