FedEx API migration

I am following the instructions in your "Updating FedEx in eCart manually" document and you say "Follow the Migration steps to get your new FedEx account info (Key, Password, Account number, Meter Number). The only steps I see are to get a TEST account and data. Is that what I should do here? If so then the information I enter into the WA_eCart_FedEx_PHP.php file is the test information?
