Security Asssit User (Groups/Levels)

I'm trying to use groups Table GroupID: which i have as 1=user. 2=board 3=admin, I confirmed these tables in my database and now want to apply as: protect page controlpanel.php for admin only, I created a access rule allow if: <?php echo $_SESSION['UserGroupID']; ?> = 3 and applied to the page from server behaviors.

I get redirected to the login in page, but when I attempt to login I get no response, no errors (that i can see).
