Cannot find Universal email

I uninstalled
CSS Form Builder Security Assist Html editor was not installed

I followed the instructions showthread.php?t=25396
1) Uninstall the previous version of CSS Form Builder if it is installed.
2) Uninstall Security Assist 2 and HTML Editor 3
3) After uninstalling those extensions, delete the cache file in the users configuration folder:
technote...ion_issues.pdf

4) Reinstall the extensions using this order:
1) CSS Form Builder 2.0.1
2) HTML Editor 3.x (the latest version from the download center, currently 3.0.2)
3) Security Assist 2.x (the latest version from the download center, currently 2.0.4) (2.0.4)

I have been trying to find Universal Email
It is not in Server Behaviours or Tools webassist
I deleted the cache file and after installing the extensions restarted the computer

Any one any ideas where how UE can be found please?
Many thanks
John
