The feature tour at that point is showing the Create Email Message Wizard.

In the Create Email Message Wizard, you can set the Go To Page.

This is not available in the Form Builder wizard because of the option to specify what page the form Sends To, Most user would expect the form Action page to be the final page that is loaded.

One of the troubles in working with forms is the understanding that all form processing must occur on the forms action page.

Most people don't understand this concept, so create forms that post to the same page the form is on, then add the behaviors to process the form to that page, then need to add a redirect to another page.

Form Builder allows you to set the action of the form to post to another page, and will automatically add the validation and email behavior to that page meaning you don't need to specify a go to page in the email behavior.
