setting shipping base and per item

Can I leave the shipping selection in the admin at custom and set the base and per item amounts in PowerStore 4.5 or do I have to use and option like UPS?

I have currently set the shipping base and per item but the shopping cart and emailed receipt doesn't reflect the shipping amount.

Not sure if this is working or not
