email not sending the right record

Any help would be appreciated. I have a cron job set up to call a page that has the email behavior on it. The email is set up to send an email to each user in the email database. The users are joined to tables by city so that they only get the information pertinent to their city. There is no form on the page, I am just sending email from the recordset. The emails are being sent to all recipients but the information is only for the first user in the recordset. I am not using an email template, I am just using a table within the body of the email to hold the data.
