Correct, but it won't create native iPhone apps.
They will just be normal web sites that are 'sized' for the Safari Mobile viewport. The user will need to access the web app through Safari in the first instance, just like any other web site, and then you can add the shortcut as a home page icon.
You won't be able to make these 'apps' available in the App Store. To develop a true App you will need to download Xcode and learn a completely new development language.
