Delivery Fee based on presence of item in cart

Hi,

I have a setup on the ecart where the customer chooses the zip code for the delivery destination.

Based on that zip code a session variable is set called FlowerFee. And on the add to cart I have a field FlowerOrder. If a flower item is added to the cart then the hidden value is 1.
During the checkout I want to add a shipping charge to pull that fee.

So in the charge panel the trigger should be:

Number of items with FlowerOrder of 1<0
AND If session variable exists: FlowerFee

Calculation
Based on column subtotal
Subtotal of column FlowerFee plus 0


I don't want the fee to be charged for EACH flower item they add to the cart. If the delivery fee is $20 to delivery to zip code 00000, then the total delivery charge is $20 whether 1 item is ordered or 5 items are ordered.

Is this correct?
