Redirecting to same page with custom text

Using SA1.7.7 on Windows 7 - Dreamweaver CS4 and PHP

So I ran the SA wizard. In the setup process, on the user registration page, I choose to redirect to the same page (user_Registration.php) if the Email Address was found in the database. So my idea is if the email address already exists in the database, redirect to user_Registration.php and display red text, "That email address is already registered"

I cannot for the life of me figure this out. I know I have to have an IF statement, but on what condition? Here is what I have been trying:

if($loginFoundUser) {
echo "That email address is already registered";
}

This is not working. Any other ideas on how I can accomplish this?
