state dropdown not working in tax rules
I'm trying to define a tax rule for a state. I expect to see a state dropdown list but I don't, I see a text box defaulting to CA. There is no label on the text box. You can see an image of it here: http://opalandtwig.com/images/tax_rule_form.jpg
When I try to create a shipping rule for NY and submit the form, nothing happens.
I tried going into the database directly and creating a shipping rule. I looked up the country code for the US in the country table, which seems to be 226 and the state code, which is 37 and entered those with 8 for 8 percent.
However, the cart is not applying sales tax on orders from NY.
