PowerStore3 - ECart Adjustment Needed

For Powerstore 3 -It is a Fruit Shipper: I need a fruit shipping price of 15.00 per each item price for shipping in the US; I also need to be able to charge 25.00 per item for shipping to Canada. this would probably need to be done in Ecart but maybe Powerstore 4.5 might be able to do this? I need someone to code it for me and I have about 7 days before it has to go live - thx
