Lookjing For PowerStore 3 Programmers

For Powerstore 3 - I have a fruit shipping price of 15.00 per box price for shipping in the US; I also need to be able to charge 25.00 per box for shipping to Canada. I would imagine it is done in Ecart but maybe Powerstore 4.5 might be able to do this? If not, how could this be made possible and can I hire someone to code it for me? I have about 8 days before it has to go live - thx mark@markbennettdesign.com
