Use Page As Template issue

I don't see a developer notes section?

I created a new page in DW based off the template. I have 1 area that needs to be changed via the online cms admin and it is called "content". The page is titled "item.php".

Also, how come on all my other pages except the index.php page, the navigation shows up in the online editor as an editable region? I thought when you choose the navigation to go in the navigation portion of the template, it should know and not be editable.

I have all the php coding to look for the content in the database, but how do I add the new page with the content section to the online cms editor so the client can go in and make their own pages (use this new page as a template and create pages to take the link and hyperlink text from other parts of the website)
