Australia Country with US States

In my checkout registration the Country seems to be set by default to Australia (I assume this happened during the setup) but I'm getting a list of USA states. Can someone tell me where the files are that I need to modify (and how to modify them) to make them Australian States... In fact my clients are only shipping to Western Australia, so if possible I would love to know how to make WA (Western Australia) the default (or even better THE ONLY) value.

I am using Dreamweaver CS5 if I need to edit page(s) directly. I am not a php coder but pro html/css developer.
