display of non english characters

in my pursuit of a multi-language site, some of my text is static and is presented to my php page via an includes file, and some text is retrieved from the database.

on my local testing server, both appear as normal, but on my client site, the static text appears fine, but the database text is not.

My php page is encoded as utf-8 and so is the database field.

Viewing the database table in each instance via phpmyadmin shows the text correctly

On the image, the menu text (with the blue background) appears fine.

I have been reading up about the activation of multibyte strings in php.ini.

I know this is active on my machine, could this be a reason why the static text is ok and database provided text is not, or is this throwing me off the scent ?
