Upload PDF fails in CMS

I have been working to fix an issue with the file upload feature in PowerCMS. I can upload an image without issue however when I try and upload a PDF document it gives me the error "Invalid file type".

The fix in the past was to edit the config.php file and add pdf to the list however this did not work.

Here is the info I used.

Edit.. config.php file at HTMLEditor > editor > filemanager > connectors > php:
Update PHP Code and add pdf to the list.. : $Config['AllowedExtensions']['Image'] = array('bmp','gif','jpeg','jpg','png', 'pdf') ;

Not sure what to check next to resolve this issue.

Any ideas???
