How to get a consistent Y axis scale

I am working on a project for a health care provider that is graphing patients self assesments of their level of pain. We are working with a scale that goes from 0 to 150. However when we use the dynamic web chart to attempt to display this data for individual patients. The y axis scale keeps adjusting based on what the values for individual patients are. For example if a patient has three pain scores of 40, 32 and 25 the chart that comes up for the patient will look similar to a chart for a patient who has score of 135, 118 and 100.

Our client would like to be able have all the scores, regardless of the highest level for an individual show up on a consistent chart. Is there any way to do this?
