Extension Manager CS5 on Windows 7 Home Premium

I have been trying to get Dreamweaver CS5 Extension Manager to work on Dreamweaver CS5 (Dreamweaver CS5 11.0.3 Update installed) on Windows 7 Home Premium. I get these messages depending on which extension I am trying to install; Surveyor 108 (Adobe), SQLCodeColorHint, WACookies313:
"This extension cannot be installed, it requires Dreamweaver version 8 (7,9) or greater."
"This extension can not be installed, it requires Dreamweaver version in range of inclusively between 11 and 11.4"

I tried renaming the Dreamweaver CS5 configuration folder but that did not work. DW made a new Config folder but EM still does not work.
Dug through program files and deleted all previous versions of any DW including old Macromedia. Did some deletion in safe mode. Deleted any EM and old DW files under %appdata%. Moved the folder "Adobe Extension Manager CS5" back and forth between "Program Files" and "Program Files (x86)".
Have reinstalled EM several times.

Considering reinstalling DW CS5. Any thoughts?
