Habit patterns . . .

. . . to me, when something bites me in the whatever, that's when I have to rethink who, what, when, where & why. These past few days of intensive "troubleshooting" may be a whisper of memory in a few weeks . .
Anyway, there is a new (possibly related) issues:
There are two "sections" (to me) on all pages, the intro PHP section & the HTML that contains the "Form" elements.
After filling in the "CustomerInfo" the re-direct should be to the "Checkout" page - but the result of hitting the "CustomerInfo" proceed to checkout button is:
A) an immediate transfer to the PayPal website (bypassing the "Checkout" pg.) if the PHP Redirect Checkout & HTML (Checkout pg.) is set to the PayPal address; "CustomerInfo" sections (PHP & HTML) set to "Checkout" pg.
B) transfer to the "Checkout" pg. if the PHP Redirect Checkout (Checkout pg.) is blank, but HTML is set to PayPal address; "CustomerInfo" (PHP & HTML) set to "Checkout" pg.
I've tried various combos of data/blanks in both "CustomerInfo" & "Checkout" page sections (PHP & HTML) - nothing different than what's listed above.
Getting to either PayPal address* & "signing in" leads to nothing - no transaction info is available. One is presented with "Your Account" only. What's the transfer trigger? And, how can the "Checkout" pg. be bypasssed?
*PayPal addresses:
Regular - webscr
Sandbox - webscr
