CSS Styles vs Error Message with Vallidation Toolkit

Are the procedures for "Getting Started with Validation Toolkit" and the procedures in the "How to apply CSS styles to form elements with Validation Toolkit" two separate approaches for validation or must you complete the steps in the Getting Started first?

I tried the procedures in the Getting Stated. But form validation did not work and the form was not sent. Are other files are created and under which directory are they placed?
