For what it's worth, I tried going back to how it was originally when the captcha image was not showing up, but it was redirecting. At that point, the UE code was in the submit.php file and the form was posting to submit.php. Now, the captcha image is showing and the form redirects, but you can click submit without filling out the captcha information.
