Restricted Admin Privileges Pages?

I was wondering how to create another admin page where a client could log in and only see certain things that i allow... such as coupon codes and the revenu charts only....as well as being able to set their own coupon codes through this.

I had tried to create another admin folder, by copying and pasting and then creating a new admin template that only allowed the user to see what i allowed them to see... and making a new admin template....and tweeting other things that i thought would allow this to happen. But i had failed.

Any easy way that you could suggest to go about this?
