shipping error

since i followed by tutorial it's show on tutorial.
So The rule Logged in to user value field is like this <?php echo ((isset($_GET['UserID']))?$_GET['UserID']:""); ?>, but when i click on lighting bolt at the right and pick the session 'UserID' it will fill in like this :<?php echo $_SESSION['UserID']; ?> this one dont look like the right one, right? i need to type in manually <?php echo ((isset($_GET['UserID']))?$_GET['UserID']:""); ?>
how about criteria and compare to field, what do i fill in there?
Please help. i have attached the Logged in to user dialog box thumbnail below for you to see.
since checkout page created by wizard you fill in all info include shipping info to complete create all pages, i not sure where error coming from, but i know when i access the checkout page and fill in all info and clik check out button the next page is shipping error page. what can i do?
