How do I validate the uploaded file size?

I want to limit the size of the file upload. I can't get this validation to work. Here's what I do:

I use Server Validation
I have selected the Numeric Validation and clicked the lightening bolt next to Server Variable and then select the File Size data binding.
To limit the file size to 2 MB I have set the maximum to 2097152.
Then I have used the Validation Show If to show an error if validation fails.

I have attached my pages and my database. Can you please look at my Photo_Upload.php file and tell me what I'm doing wrong ?
