Hi Jason - Bluehost resolved the problem for me. All I had to do was change the name server to 'localhost.'
If they aren't already on your list of recommended host, you may want to think of adding them. They answer their tech support phone 24/7, and do not outsource their support. I have never had to wait more than one minute to get a live tech support person.
In addition, I put in two scripting help tickets (one concerning this, and another concerning my problem with the PowerCMS installation), and they responded within a couple hours on both issues. So this ticket can be closed. And here's hoping that their input can help resolve what seems like should be a simple installation problem with PowerCMS.
