Installation issue at step 2: "template does not exist"

I contacted Bluehost, and received this reply:

In the install/scripts folder, the db.sql file is blank.

The -rw-r--r-- 1 argoctsc argoctsc 0 bytes Jul 1 05:02 db.sql

Is this file supposed to be empty? can you recheck the programs installer file and see if the db.sql is supposed to be blank?

I checked, and the db.sql file before it is uploaded is 4kb. However, once it is uploaded, the file contents are deleted and the size is indeed 0kb. I even tried uploading the file as db.txt with the hope of renaming it once it was uploaded. However, the text file contents are also being deleted. Is this as a result of some sort of security measure on the part of PowerCMS?

I first tried to install it in the wholesale folder. I got the error there. I then tried every possible way to make it work. As evidenced by the support ticket I failed. I then tried to install it locally, and that also failed. I then tried to put it in the root directory, and it failed there. I can't believe that this is so difficult to install.

With this new information, can you tell me what is going on???? My client is getting upset that he can't use his site at the height of his busiest season.
