THAT'S NOT CORRECT. One would click on the Import tab (in PHPMyAdmin) and use the Choose File button to add a database.

From the Databases tab one can SELECT an existing database or CREATE a new database.  

In the import tab, you would be importing from a database backup file, not adding a database. Perhaps I should have used the word create instead of add to make it clearer. You can create (or add) a database on the database tab or in the phpMyAdmin home page. If you have a backup of a database then you can import it through the import tab.

Also, as a note, different versions of phpMyAdmin work slightly differently.
