For everyone else, this is what you need to do:
1) select a database from the left column on PHPMyAdmin
2) click the SQL tab
3) (out of PHPMyAdmin) open the wa_ecommerce_20091112.sql file in a text editor like Word and copy the text
4) go back to PHPMyAdmin and paste the text into the blank text field there
5) click the go button

If this works you will have the following in your database now:
