PayPal Express Checkout Button Configuration Problem

I am having a problem with the PayPal Express Checkout Button. I placed the PayPal checkout button on a secondary checkout page and not checkout.php. The checkout.php captures the customers billing and shipping information and the next checkout page then processes the UPS shipping charge. On this secondary checkout page the customer can either pay with a credit card or click the PayPal Express Checkout Button. Clicking the PayPal Express Checkout Button results in being taken to the checkout_failure.php with an error code 10727. The detailed error message is "There's an error with this transaction. Please enter an address1 in the shipping address."

Any suggestions on how to get the PayPal button working? Any help in this area will complete my alternative checkout pages.
