You could use some client side js in the onChange event for the select list to toggle the shipping choice select lists.

You would first need to craft the js function to toggle the select lists. In the function you would want to check on the selectedIndex value of the select list, if it is US then set the visibility of the first select list to be visible and the second one to be hidden. In the else of the if statement you would do the opposite. It might look a little like this:

function shipping_option(){
if(document.getElementById("your country select list id").value == "US"){
document.getElementById("your domestic shipping select list").style.display = "inline";
document.getElementById("your international shipping select list").style.display = "none";
} else {
document.getElementById("your domestic shipping select list").style.display = "none";
document.getElementById("your international shipping select list").style.display = "inline";
}
}



Then in the onchange event for the country select list you would just have it like this:

onchange="shipping_option();"



I did a quick test of this after changing out some values and it seemed to do the job for me.
