License change in Power CMS 2

From the FAQ:

  When you purchase PowerStore, you receive a single license to set up PowerStore on one domain.
When you purchase PowerCMS, you receive a single license to set up PowerCMS on one domain.
When you purchase PowerGallery, you receive a single license which can be used to deploy multiple photo/image galleries on one individual website.
When you purchase the Contact Form Solution Pack, you receive a single license which can be used to deploy multiple contact forms on one individual website.
When you purchase the User Registration Solution Pack, you receive a single license to set up a user registration system on one domain.  

It appears that if you upgrade any of the "Solutions" you will forfeit your developers license for that product. So you would have to buy a full solution pack for every website. The loss of the developer license could be very costly.
