Yes, this is a correct assessment of the order that you see the css adhere to on the page. You can alter it at any point by changing the order of the externally linked in pages if you need to do that for any reason.

One way you can get your own custom definitions to override existing ones it to create your own custom css page, in this page add in any styles, selectors, or classes that you would like to override from the original declaration and edit them to fit your needs. So long as you ensure that this external css is the last one listed it should take precedence over the other ones.
