HELP!! I cant login to the ADMIN PANEL

Ok guys this is what it looks like after everything finishes:

I still cannot login.. and Im not so sure that the login screen is completely there either.
--I first deleted everything from both the local folder and host root folder.
--I then unzipped the power store files into the empty local folder.
--I then, via Dreamweaver I used the "PUT" function to put all files to my host root directory.
--I then created a brand new database in my MYSQL management console, making sure to the delete the old one first and refresh of the page afterwards.
--I ran through the wizard and everything checked out with green check marks.
--I inputted an admin login and password.... then the wizard directed me to the login page above.
--I then attempted login with no success.. go ahead and attempt logging in so you can see what happens.
