Your shipping rule is working just fine now. I think you are just not seeing the shipping charge on your cart display page. This is as designed, you would normally only see the shipping charge on the confirm pages.

If you would like to see the shipping charge on your cart display page you will need to make two updates to that page.

First thing you will need to do is add in the row for the shipping charge. Just after you see the row for the charges go into code view and add in this:

This will let the shipping charge show, to have it included in the total you will need to do one more thing. Next to Order Total at the bottom click on the php icon and replace that php code with this code:

<?php echo WA_eCart_DisplayMoney($WA_Store_Cart$WA_Store_Cart->GrandTotal()); ?>
