The condition in the shipping rules is not correct. You have it setup like this:

Number of items with a specific column value
If the total number of items where prodType has a value of 1 is = a value of 1

It should instead be like this:

Number of items with a specific column value
If the total number of items where prodType has a value of 1 is => a value of 1

The difference is that you need to check if there are 1 or more of item prodType 1, not if there is just a single item of prodType 1.

Your second charge rule will not do anything, charge rules will only ever add to the total. You can't have a charge rule that adds 0 to the order, it will be the same as if no charge rule occurred at all.

With the shippable products rule it will only charge when there are shippable items in the order, you do not need to worry about the opposite of this rule.
