This assumes that they know enough about the inner workings of the solution to see the difference. Most don't.
I had one client that was talked into spending an additional $16,000 dollars to replace my solution with one that was "interactive and accessible". They didn't even take the time to find out that my site already met those requirements.
What they got was a Joomla site built on a free template to replace a Drupal based site. My custom forms, that were automatically emailed to the appropriate departments where replaced by PDFs that had to be printed and snail-mailed back to City Hall.
