It's not that we haven't partnered with them, but our partnership does not include any better access to them or their staff than a typical customer. In our experience, they have been quite responsive to questions, so hopefully you'll get the answer you want soon.
Since we are in the US, the 1&1 accounts we use seem to differ slightly from the UK version. For instance, the beginner plan in the US includes up to 10 MySQL database when you need to at least get the Business plan in the UK to get any MySQL databases.
Therefore, since we are not too familiar with 1&1 in the UK, we don't want to comment on certain features like the Create View privileges, until we know for sure. I would definitely encourage you to confirm with them that you will have the ability to enable that permission setting for your MySQL user account prior to signing up.
My guess is that the Business plan that you highlighted will work, but like i said, we don't want to make any promises.
